First , your "analysis" lacks serious economic calculations , this should be cornerstone of your work , for example number of students finished "X" faculty , number of employed student , economic gain for state funds, etc etc.
Second, too many flase facts, like for example regarding 12y->11y reduction, for your information 12y is not enough for German State Universities, you need extra year i.e. 13th year in college , in addition less than 2-3 % of school pupils continue study abroad so 12th class funds are wasted. And many more facts .So in overall your work is " many words , zero gain" , very sad

As for Germany, most high schools are 12 year. I don't think you automatically qualify for entry either way, but reducing one year certainly won't help make any transition easier.
